If you think the Pacer is clocking you as slower, then the distance being measured is probably off. You might want to calibrate your Pacer. Here's a tutorial which shows you how to do this:
You'll use a completed workout whose real distance you know. If you are often running on a treadmill in the gym, then it is best to use a completed workout from off the treadmill for your calibration. If you are running mostly outside, then a test run out on a track is a really good option.
Also in general regarding placement, you need to make sure the Stride Sensor is firmly clipped into place in the lace clip on your shoe. The adidas logo must face up and try to place it as far down your shoe as possible (towards the tip of your foot). This ensures the best data collection possible.
